Island Docks
The developer has already received approval to build one dock between each pair of lots. Docks will be constructed at the developer's expense. Upon completion, a private dock will be owned in common by adjoining lot owners, and the respective approvals will be referenced with each conveyance.
Docks will consist of a 40' aluminum pier, five feet wide, sitting on a wood timber set of pilings and reinforced trestles anchored to the rock ledge. The pier will extend horizontally out from the top of the embankment, at land level, and contain 42" high aluminum railings. A 45' ramp, 4-feet wide, pivoting at the end of the pier, will slope down to a floating dock. The floating dock will be approximately 8' x 24' in length.
Off season, the ramp will be stored on top of the pier, and the floating dock will be placed on land.
Each of the two homeowners will have the exclusive use of one side of the dock.
Mainland Facilities
The Flying Passage Marine Landing, located off Keene Neck Road in Bremen, is a totally private landing which serves as the parking and dock facility for owners of the island properties developed by BLI.
Now being constructed, the landing will provide two parking spaces for each lot owner, and a main dock with 15 private boat slips accommodating boats up to 24' in length.
In addition, a future small storage building will provide private storage spaces for each lot owner.
There is room at the Marine Landing for lot owners to park a small boat trailer.
Household trash containers are located at the Marine Landing for the exclusive use of lot owners. Weekly pick-up service is provided.
Not far from the Marine Landing, on the adjoining property, is a boat launching ramp where lot owners can back a boat trailer into the water or transport equipment and materials to the island. Barge transportation for equipment and materials, septic construction, well-drilling, woodcutting, trucking, tractor, and backhoe digging, and other site services, are all provided directly by Michael Fahey at (207)563-8430.
At a future date, the Flying Passage Landing will be taken over by the BLI Homeowners' Association which represents the lot owners.
Moorings
For boats up to 24' in length, the project provides private boat slips on the island and at the mainland marine landing. For larger boats, in excess of 24 feet in length, along with sailboats, moorings would be required. Mooring locations are provided by the Bremen Harbor Committee for a modest annual fee for less than $50.00. A sturdy mooring, consisting of a float and anchor, will cost approximately $1,200 to $1,500.
Fees & Taxes
Real Estate Taxes:The island lots fall within the Town of Bremen, Maine. Taxes are approximately $1,300.00 per lot.
Homeowners' Association:Lot owners will automatically become members of the BLI Homeowners' Association, organized for the benefit of the Flying Passage owners. The annual dues will be established by the lot owners themselves, but should not exceed $250.00 per year, subject to periodic adjustment. Fees cover the maintenance of the common island dock, common property owned by the association, and such other services that the members select.
Marine Landing Fees:A projected fee of $500.00 per year per lot owner is designed to cover the maintenance and taxes of the entire mainland marine landing facility, including the dock and boat slips, the parking lot, and the future storage building. Household trash containers are located at the Marine Landing, and may only be used by lot owners. Their use is also included in the annual fee. The facility will be taken over by the BLI Homeowners' Association upon completion.
Private Dock Maintenance:Island docks will be built at the expense of the Developer and conveyed to each set of adjoining lot owners, to be held in common, 50-50. Lot owners will assume all costs of future maintenance thereafter, including the annual cost of setting up and dismantling the dock for the season. The total cost per season per lot owner for dock assemblage and storage is approximately $200.00.
